Andrew Little, a Canadian born in Ontario who was subjected to routine infant male genital cutting at birth, pursued a formal complaint with the College of Physicians and Surgeons of Ontario and escalated it to the Health Professions Appeal and Review Board. Due to their complete avoidance of the problem and Andrew’s lack of opportunity for resolution of the issue, he initiated a civil proceeding.
