On September 28, 2026, the Multnomah County Circuit Court granted the State’s motion for summary judgment in Intact Global’s Oregon case on the issue of standing.
The judge concluded that the plaintiffs had not established the legal requirements to bring this challenge: a legally recognized personal injury sufficiently connected to the challenged laws and a showing that the requested relief would practically remedy that injury.
The court did not decide whether Oregon’s different statutory protections for male and female children violate the Oregon Constitution. It also did not rule that circumcision is harmless.
Intact Global has already started the appeal process. Intact Global and GALDEF’s commitment to bodily autonomy and equal protection for every child remain strong.

It’s important for GALDEF supporters, and everyone, to understand:
- The appeal process has started. Intact Global is continuing to pursue this challenge. The underlying constitutional equality claims remain undecided by the judge’s order.
- The purpose remains unchanged. We believe every child deserves bodily autonomy and equal protection. This ruling does not erase the experiences of people who report harm.
- Impact litigation requires persistence. Pursuing cases that can change the law takes sustained effort over time, resources, and public education. No outcome is guaranteed, but the commitment of both our organizations remains strong.
- Continued support matters. Please help keep the momentum going by sharing accurate updates, encouraging thoughtful discussion, and reaffirming Intact Global and GALDEF’s commitment to this cause.
Please remember that this decision was a ruling on standing, rather than “just a technicality.” The court ruling did not endorse the constitutional arguments put forth nor does it predict the outcome of the appeal. Procedural details and timelines will be shared when confirmed by the Intact Global legal team.
